課程概述

The major objectives of the course are twofold. The first one is to show how the economic theory can be applied to analyze farm programs. This purpose is accomplished through modifying competitive models to take account of government intervention and through comparing the predicted performance of markets with and without intervention. The economic models are developed with the aid of graphic presentation. Comparative-static models compare the performance of markets in equilibrium under alternative economic circumstances such as different farm programs. The market performance includes prices and quantities of farm outputs will be discussed for various farm programs. Considerable attention is also given to the benefit-cost implications of farm programs for consumers, taxpayers, farmers, and farm input suppliers.
A second major objective of the course is to make the students acquainted with a variety of farm commodity programs. The programs receiving great attention are those that have been in effect in the Western countries off and on since World War II. Examples include marketing orders; price supports; direct payments; price support together with production controls of various kinds; and agricultural trade policies. Although the focus of attention is on US or EU programs, some examples from other countries will be considered. The Japan and Korea are the cases in point.

We explain some of the basic concepts of benefit-cost analysis, which will be used repeatedly in the remainder of this course, and to show how these concepts can be used to analyze the welfare implications of a single farm program.
3.Causes of Farm Income Problems
This chapter centers on the reasons for the recurrence of farm income problems.
4.Direct Payment and Price Support Programs without Production Controls
Analyze and compare two alternative programs that can be used to elevate farm prices and incomes through setting a floor or lower bound on prices received by farmers.
5.Price Support Programs with Production Controls
Production controls take many forms, and understanding how they work and with what economic effects requires a variety of models. This chapter centers on voluntary and mandatory acreage controls.
6. Farm Programs that Idle Land
This chapter centers on the analysis of voluntary land diversion programs.

B.The second half of the semester will be composed of lecture (2 sessions) and discussion (1 session). It expects to develop a framework for understanding the cause and root of policymaking, the economic consequences of policy choices, and the political economy of agricultural and food policy. Topics include the policy agenda in the United States, price volatility, methods for policy valuation, investments in research and development, and interaction and trade-offs. Objectives include: 1. Develop a comprehensive understanding of the framework used to analysis agricultural and food policy and relevant issues therein. 2. Able to use economic concepts and methods to analyze policy impacts and consequences of policy choices.
